The abilities and proficiency of bureaucracy depend on the quality and efficacy of the state administration but bureaucrats like M.Lakshminarayana always push frameworks of administration to the desired level of the efficacious system of delivery of services. Though it seems that the entire system works under the leadership and control of the political executive, Mr. Lakshminarayana reveals “In a democratic setup it is the bureaucrat and the political system, both works together. Most bureaucrats do not have experience at the grassroots level but politicians have experience at the grassroots level.”

The experiences of the grassroots level of the political leaders mingled with the youths and intelligence of the young bureaucrats makes a unique framework of efficient administration in dealing with the services demanded by the society from government machineries.
